Patricia ‘Trish’ Haver is a senior infrastructure and rail executive with more than 25 years of experience leading strategy, commercial operations, and capital programs across asset-intensive rail, port, and multimodal organizations. She has held P&L leadership roles spanning the Fortune 500, public entities, and privately owned companies, with a consistent record of driving revenue growth, securing federal funding, and delivering transformational results in regulated, complex environments.
Most recently, Trish served as Chief Commercial Officer at North Carolina Railroad (NCRR), a 317-mile state-chartered corridor operating as the backbone of Norfolk Southern’s North Carolina network. In a role with CEO/COO-equivalent scope, she oversaw Strategic Planning, Government Relations, Economic Development, Real Estate, Engineering, Safety, Construction, and Communications. During her tenure, she led a 65% revenue growth through line-of-business diversification. She secured a $105M federal CRISI grant — the first in NCRR’s history — funding critical infrastructure improvements along the Raleigh-Greensboro corridor, including new sidings, grade separations, and bridge upgrades. She launched a nationally recognized FRA-approved Track Protection Program that expanded across twelve states in partnership with Norfolk Southern and CSX, exceeding 200% revenue growth in its second year with zero incidents. She also spearheaded five new economic development initiatives, including the Microgrants Program supporting rail-served community development, and led infrastructure recovery efforts in Western North Carolina following Hurricane Helene. Notably, Trish was the first woman to lead engineering at NCRR. Her transformational leadership across all of these initiatives was recognized with the Women in Rail Innovation Award, honoring her role in redefining standards for safety, development, and strategic growth at NCRR and across the broader rail industry.
Concurrently, Trish served as CEO of Pyxis Associates, a New Orleans-based advisory firm specializing in complex infrastructure, transportation, and industrial systems. She provided executive oversight of $250M in industrial and multimodal infrastructure projects and advised prominent clients, including the Port of New Orleans, Port of Mobile, Avondale Global Gateway, and ConGlobal.
Earlier, as Vice President of Strategy & Industrial Development at the Port of New Orleans and Public Belt Railroad, Trish engineered a six-month turnaround that eliminated operating losses and restored sustained railroad profitability, built a 10-year rail capital strategy in support of a $1.5B container terminal investment, and secured $7.3M in CRISI funding that drove 25% intermodal growth and 33% productivity gains.
Trish’s foundation in rail was built over more than two decades at Norfolk Southern Railroad, where she progressed from pricing and intermodal performance roles to Senior Port Development Manager, managing major East Coast port relationships and facilitating more than $100M in capital investment. She holds an MBA in Ports & Maritime Operations from Old Dominion University and a BA in Linguistics from the College of William & Mary.
