Client: State-Owned Passenger & Freight Rail Corridor
Introduction
A state-owned rail corridor serving both freight and passenger operations engaged our port and rail experts to lead federal grant programming to improve corridor capacity, safety, and sustainability — competing for CRISI funding at scale.
The Challenge
The corridor required significant capital investment to improve capacity, safety, and sustainability outcomes but needed to compete successfully for federal CRISI funding — a complex process requiring rigorous benefit documentation, stakeholder alignment, and a compelling case for differentiation from competing submissions.
What We Did
- Developed the full grant application strategy, stakeholder alignment plan, and corridor benefit documentation required to compete for CRISI funding at scale.
- Quantified public benefits across economic vitality, safety improvements, and environmental sustainability outcomes to anchor the application and differentiate it from competing submissions.
Results
Secured a $105M federal CRISI grant — the first ever awarded to this corridor — with projected public benefits of $127.24M in economic vitality, $13.2M in safety improvements, and $74.10M in environmental sustainability outcomes.
